Eugene’s Community Climate Action Plan 2.0 (CAP 2.0) serves as Eugene's roadmap to achieve the goals identified in our Climate Recovery Ordinance: 1) to reduce our fossil fuel use by 50% by 2030 compared to our 2010 usage, and 2) to reduce our greenhouse gas emissions by 7.6% annually. The CAP 2.0 focuses specifically on actions that community partners have committed to working on that will help the community reach its climate goals most quickly.
The goal of the CAP 2.0 is to work towards creating a livable and equitable Eugene for everyone in our community now and in the future. We seek to achieve this goal by applying the triple bottom line framework: environmental stewardship, social equity, and economic prosperity.
The CAP 2.0 Dashboard is a progress tool developed by the City of Eugene and the Eugene Climate Collaborative to measure annual progress on the CAP 2.0.
The City of Eugene conducts greenhouse gas inventories at regular intervals to better understand trends and manage emissions from specific sources and activities within the geographic boundary of Eugene, OR. The most recent inventory is the 2021 Community Greenhouse Gas Inventory.
The 2023 Annual Report highlights the biggest accomplishments made by the City and its partners to mitigate and adapt to climate change.
The CAP 2.0 Implementation Plan is a formatted table intended to provide a high level summary of each of the 115 actions identified in the CAP 2.0. The table lists each action with an associated cost estimate, climate and community impact, funding source(s), and timeline.
For example, Action T1 in the CAP2.0 directs the City of Eugene to build and complete 261 transportation projects that will enhance bicycle, pedestrian and rail facilities in Eugene. The list of projects are identified in the Transportation System Plan, This action is in progress; it will have a high impact on climate mitigation; it has a high cost to implement but is partially funded through grants, designated City funds, bond measures, and other sources. Funded but not yet built projects can be found in the Capital Improvement Plan.
We are proud to have engaged many stakeholders in the creation of the CAP 2.0. This engagement brought many voices to the table to identify which actions would help us meet our climate goals and meet the diverse needs of our community to mitigate the impacts of climate change.
